(Gregory Bull\/AP)<\/figcaption>\n<\/figure>\n<p>A year before Greenwater Services got a <a href=\"https:\/\/sam.gov\/workspace\/contract\/opp\/71bf60e816da4924a2110f81ea24a3b2\/view\" rel=\"\" target=\"_self\" title=\"https:\/\/sam.gov\/workspace\/contract\/opp\/71bf60e816da4924a2110f81ea24a3b2\/view\">$1.7 million contract<\/a> to clean the algae-infected Reflecting Pool, it had received another <a href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_191BWC25P0084_19BM_-NONE-_-NONE-\" rel=\"\" target=\"_self\" title=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_191BWC25P0084_19BM_-NONE-_-NONE-\">no-bid government contract<\/a> to deploy at the trash-plagued Tijuana River.<\/p>\n<p>Greenwater, which is owned by a Trump donor, was hired to treat sewage in the Tijuana River with its \u201cnanobubble technology,\u201d a system that injects ozone into water. But the month-long water purification pilot to evaluate the technology was cut short last October when a storm flooded the river\u2019s banks. The remnants of machinery were washed into the border river, with diesel leaking along the way, frustrating scientists and environmentalists at federal agencies who had questioned internally whether the company\u2019s project would work in a flood-prone area.<\/p>\n<p>Eight months later, the company brought its equipment to clean up a mess at the Reflecting Pool in Washington. In April, as part of his effort to remake the nation\u2019s capital city ahead of America\u2019s 250th birthday, President Donald Trump drained the pool at the base of the Lincoln Memorial to add a new coating to the bottom that would make the water shine \u201cAmerican flag blue.\u201d But a week after the <a href=\"https:\/\/www.washingtonpost.com\/nation\/2026\/06\/18\/algae-detected-reflecting-pool-higher-levels-than-any-june-past-5-years\/\" rel=\"\" target=\"_self\" title=\"https:\/\/www.washingtonpost.com\/nation\/2026\/06\/18\/algae-detected-reflecting-pool-higher-levels-than-any-june-past-5-years\/\">$14 million renovation<\/a> was finished in June, an outbreak of algae floated along the water\u2019s surface, hiding the new blue coating under a thick, mossy shade of green. <a href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2026\/06\/24\/why-trumps-algae-problem-is-much-bigger-than-reflecting-pool\/\" rel=\"\" target=\"_self\" title=\"https:\/\/www.washingtonpost.com\/climate-environment\/2026\/06\/24\/why-trumps-algae-problem-is-much-bigger-than-reflecting-pool\/\">Algae had long been a problem<\/a> for the pool, but a Washington Post analysis of satellite data found that the post-renovation bloom was the worst outbreak dating back at least five years.<\/p>\n<p>The Department of Interior gave Greenwater and its nanobubble technology an expedited, no-bid contract to clean up the muck, even though other companies had expressed interest in the work to the National Park Service. J.J. Cafaro is an heir to an Ohio-based mall development company and a Republican donor who has given about <a href=\"https:\/\/www.fec.gov\/data\/receipts\/individual-contributions\/?contributor_name=john+cafaro\" rel=\"\" target=\"_self\" title=\"https:\/\/www.fec.gov\/data\/receipts\/individual-contributions\/?contributor_name=john+cafaro\">$350,000 to Trump-related political committees<\/a> and owns a <a href=\"https:\/\/www.palmbeachdailynews.com\/story\/business\/2016\/03\/28\/palm-beach-real-estate-industry\/9637105007\/?gnt-cfr=1&amp;gca-cat=p&amp;gca-uir=true&amp;gca-epti=z115036e005800v115036d--50--b--50--&amp;gca-ft=168&amp;gca-ds=sophi\" rel=\"\" target=\"_self\" title=\"https:\/\/www.palmbeachdailynews.com\/story\/business\/2016\/03\/28\/palm-beach-real-estate-industry\/9637105007\/?gnt-cfr=1&amp;gca-cat=p&amp;gca-uir=true&amp;gca-epti=z115036e005800v115036d--50--b--50--&amp;gca-ft=168&amp;gca-ds=sophi\">$16 million mansion<\/a> down the road from Mar-a-Lago. He said he considers the president \u201ca friend,\u201d and Trump once described Cafaro as \u201ca man who made a lot of money in Cleveland, does a good job and a fantastic man.\u201d Cafaro has <a href=\"https:\/\/www.tribtoday.com\/news\/local-news\/2026\/06\/cafaros-company-gets-1-7m-no-bid-contract\/\" rel=\"\" target=\"_self\" title=\"https:\/\/www.tribtoday.com\/news\/local-news\/2026\/06\/cafaros-company-gets-1-7m-no-bid-contract\/\">denied his relationship with Trump<\/a> played a role in securing Greenwater\u2019s contract for the Reflecting Pool.<\/p>\n<p>Chas Antinone Jr., Greenwater\u2019s president and chief operating officer, has said the company has been expanding on the use of its technology, mostly in small bodies of water under 100 acres \u2014 such as a free demo to Trump\u2019s Bedminster resort in 2024, Antinone told the <a href=\"https:\/\/www.sandiegouniontribune.com\/2026\/01\/25\/feds-move-on-after-1-1m-pilot-program-to-clean-tijuana-river-washed-away\/\" rel=\"\" target=\"_self\" title=\"https:\/\/www.sandiegouniontribune.com\/2026\/01\/25\/feds-move-on-after-1-1m-pilot-program-to-clean-tijuana-river-washed-away\/\">San Diego Union-Tribune<\/a>. The manager of Trump National Golf Club Bedminster brought Greenwater into conversations with the Interior Department about cleaning the Reflecting Pool, the New York Times <a href=\"https:\/\/www.nytimes.com\/2026\/05\/19\/us\/politics\/reflecting-pool-trump-schutzenhofer.html\" rel=\"\" target=\"_self\" title=\"https:\/\/www.nytimes.com\/2026\/05\/19\/us\/politics\/reflecting-pool-trump-schutzenhofer.html\">reported<\/a>.<\/p>\n<p>In total, the federal government has paid Greenwater <a href=\"https:\/\/www.usaspending.gov\/recipient\/0ef341d9-45e5-a898-3a19-8421954250f0-C\/latest\" rel=\"\" target=\"_self\" title=\"https:\/\/www.usaspending.gov\/recipient\/0ef341d9-45e5-a898-3a19-8421954250f0-C\/latest\">$2.8 million<\/a> between the Tijuana River and Reflecting Pool contracts.<\/p>\n<p>Company spokeswoman Erin Kramer said Cafaro is not involved in the company\u2019s day-to-day operations, and she shared research showing the technology has cleaned algae in studies. (Tony Dejak\/AP)<\/figcaption>\n<\/figure>\n<p>Asked about the Bedminster connections, the Interior Department press office emailed a statement saying the White House was not involved in the selection process for any contract.<\/p>\n<p>Since the Times reported last month on his company\u2019s no-bid contract, Cafaro has become a sort of bogeyman for liberals online. On Monday, the Democratic National Committee\u2019s rapid response X account <a href=\"https:\/\/x.com\/factpostnews\/status\/2074159256413130922\" rel=\"\" target=\"_self\" title=\"https:\/\/x.com\/factpostnews\/status\/2074159256413130922\">shared a photo of Cafaro<\/a> along with news that the Interior Department <a href=\"https:\/\/www.washingtonpost.com\/national\/2026\/07\/05\/reflecting-pool-vandals-damage-trump-burgum-repairs\/3fcfdc76-7887-11f1-b194-f872dd4ec5aa_story.html\" rel=\"\" target=\"_self\" title=\"https:\/\/www.washingtonpost.com\/national\/2026\/07\/05\/reflecting-pool-vandals-damage-trump-burgum-repairs\/3fcfdc76-7887-11f1-b194-f872dd4ec5aa_story.html\">planned to use the same contractor<\/a> that installed the liner to repair the pool, even though Cafaro doesn\u2019t own or operate that company.<\/p>\n<p>That photo featured Cafaro posing with former \u201cReal Housewives of Orange County\u201d star Kelly Dodd. But Dodd later posted a <a href=\"https:\/\/www.instagram.com\/reel\/DZ6BSqyvPIJ\/?hl=en\" rel=\"\" target=\"_self\" title=\"https:\/\/www.instagram.com\/reel\/DZ6BSqyvPIJ\/?hl=en\">video<\/a> clarifying that she merely posed with him because \u201che looked a little peculiar, and I liked his whole [get up]\u201d but she only met him once at an event in Palm Beach, where she also saw Trump.<\/p>\n<p>\u201cThis has gone viral. I don\u2019t know why I got lumped in with this guy,\u201d she said. \u201cI can safely tell you I don\u2019t know this man.\u201d<\/p>\n<p>Flowing along the U.S.-Mexico border and discharging into the Pacific Ocean, the Tijuana River has been plagued by untreated wastewater, sewage and debris dating back decades.<\/p><p>Read more <a href=\"https:\/\/movinginsiderusa.com\/?p=7117\">Khosia family agrees to purchase defending Super Bowl champion Seattle for $9.612B, AP source says<\/a><\/p>\n<p>The U.S. International Boundary and Water Commission gave a no-bid contract for Greenwater last year, <a href=\"https:\/\/sam.gov\/opp\/78ff33556e704932b4d795e0b072c23d\/view#history\" rel=\"\" target=\"_self\" title=\"https:\/\/sam.gov\/opp\/78ff33556e704932b4d795e0b072c23d\/view#history\">initially offering<\/a> more than $2 million for a pilot that would encompass 120 days of work. Officials said there was an \u201curgent need to assess the effectiveness of this technology in addressing the public health threat\u201d and that \u201cthe technology is proprietary and not in use by any other company.\u201d<\/p>\n<p>Until permanent infrastructure to address the pollution problems is in place, officials must \u201cthink creatively and evaluate every credible tool that can bring relief to affected Americans now,\u201d Frank Fisher, an IBWC spokesman, said in a statement to The Post.<\/p>\n<p>After Greenwater secured the project but before work got underway, career scientists exchanged emails asking about the initial $2 million cost and the feasibility of the project. (Gregory Bull\/AP)<\/figcaption>\n<\/figure>\n<p>Months before, another scientist questioned the approach and called it a \u201cSisyphean task\u201d \u2014 and forecast the storm. \u201cI really don\u2019t think the ozone will do any good unless you are able to ozonate the entire flow, but that\u2019s based on my gut feeling and nothing else,\u201d Douglas Liden, then an environmental engineer with the EPA, wrote to colleagues. \u201cI also think the first storm will wash out any equipment you install, just as it did in Nogales, AZ.\u201d<\/p>\n<p>Phillip Musegaas, executive director of the nonprofit San Diego Coastkeeper, which obtained the emails through a Freedom of Information Act request, said local groups have long hoped for a solution to one of the nation\u2019s worst environmental disasters, which has sickened residents, closed beaches and contaminated the air and water.<b> <\/b>Greenwater was supposed to take the nanobubble technology to the noxious hot spot \u2014 Saturn Boulevard \u2014 where the pungent water foams, an IBWC official wrote in the emails planning the project. But the company\u2019s pilot was cut short by the storm and it never went to Saturn.<\/p>\n<p>Debris from the equipment washed into a barrier set up to collect trash along the river, according to photos shared with <a href=\"https:\/\/voiceofsandiego.org\/2025\/10\/22\/feds-tijuana-river-clean-up-experiment-suffers-storm-damage\/\" rel=\"\" target=\"_self\" title=\"https:\/\/voiceofsandiego.org\/2025\/10\/22\/feds-tijuana-river-clean-up-experiment-suffers-storm-damage\/\">Voice of San Diego<\/a>.<\/p>\n<p>\u201cWe were skeptical about it, but we wanted to see if it would work properly,\u201d Musegaas said. \u201cThe fact that the whole project ended early because they let the equipment get washed away was pretty frustrating.\u201d The company later <a href=\"https:\/\/movinginsiderusa.com\/wp-content\/uploads\/2026\/07\/1c5d0b6ea73e1997a277e87400af4fa3.pdf\" rel=\"\" target=\"_self\" title=\"https:\/\/www.ibwc.gov\/wp-content\/uploads\/2025\/12\/USIBWC-Successfully-Completes-Ozone-Pilot-Project-in-Tijuana-River-1.pdf\">acknowledged<\/a> that the nanobubble machines could not operate continuously as intended because trash floating in the river clogged the machines.<\/p>\n<p>The company also said, in a report to the government about that pilot, that its machines hadn\u2019t been affected by a previous rainstorm. The night of the next big storm, Greenwater said, it moved the machines to \u201ca higher elevation\u201d because of rising water levels, but \u201can unexpected flooding event occurred\u201d that \u201ccarried large quantities of trash and debris that inundated and damaged\u201d the machines. The company then <a href=\"https:\/\/movinginsiderusa.com\/wp-content\/uploads\/2026\/07\/1c5d0b6ea73e1997a277e87400af4fa3.pdf\" rel=\"\" target=\"_self\" title=\"https:\/\/www.ibwc.gov\/wp-content\/uploads\/2025\/12\/USIBWC-Successfully-Completes-Ozone-Pilot-Project-in-Tijuana-River-1.pdf\">said<\/a> it shut the project down because of \u201csafety concerns and site conditions.\u201d The IBWC said in a December <a href=\"https:\/\/movinginsiderusa.com\/wp-content\/uploads\/2026\/07\/1c5d0b6ea73e1997a277e87400af4fa3.pdf\" rel=\"\" target=\"_self\" title=\"https:\/\/www.ibwc.gov\/wp-content\/uploads\/2025\/12\/USIBWC-Successfully-Completes-Ozone-Pilot-Project-in-Tijuana-River-1.pdf\">press release<\/a>, citing the Greenwater report, that the project was \u201csuccessfully completed\u201d and the \u201ctechnology has the capability to kill bacteria and eliminate odors associated with sewage.\u201d<\/p>\n<p>Heather Raymond, the water quality director for Ohio State University\u2019s College of Food, Agricultural, and Environmental Sciences, has tested Greenwater Service\u2019s technology for years. Greenwater also said it had temporary units running by June 7, but the units were taken offline on June 12. Within 24 hours, an algae bloom developed, and the units returned. The company has since installed a permanent system in the Reflecting Pool\u2019s pipes and said the water has cleared even though green sediment remains at the bottom.<\/p>\n<p>This week, the Reflecting Pool has been fenced off following the Fourth of July fireworks display, and Interior Secretary Doug Burgum <a href=\"https:\/\/www.youtube.com\/watch?v=RiCZ-1nX6Gw\" rel=\"\" target=\"_self\" title=\"https:\/\/www.youtube.com\/watch?v=RiCZ-1nX6Gw\">said<\/a> the workers will drain the pool and repair the peeling coating.<\/p>\n<p>The nanobubble technology has been turned off ahead of the draining, a person familiar with the plan said, speaking on the condition of anonymity out of fear of retaliation.
